PROFESSIONAL EXPERIENCE: 

  • Associate Director, Air Force Civil Engineering Laboratory. Tyndall AFB, FL (3 years),
    Managed a $35 million annual research & development program that includes structural survivability, pavements, energy systems, fire/crash rescue systems, stems, environmental restoration, pollution prevention, and environmental compliance. Administrated a staff of 150 professionals, developed technical support contracts amounting to $65 Mil, reviewed technical reports and approved budgetary expenditures. Provided technical guidance and oversight to both civil engineering an environmental engineering areas.

  • Strategic Planner, Air Force SPACE Command, Peterson AFB, CO, (1 year), developed a plan which identified space-related civil engineering requirements in the near, middle, and far term arenas.

  • Deputy Command Engineer, U S Southern Command, Quarry Heights, Panama, ( 1 year) supervised a staff of twelve engineers, planners, and technicians. Developed an infrastructure recovery plan to restore Panamanian facilities following Operation Just Cause.

  • Program Manager, HQ Strategic Aerospace Command, Offutt AFB, NE, (4 years),

    Managed the $75 Mil Weapons Systems Security Improvement Program that upgraded physical security infrastructure at all bases having nuclear weapons delivery capability. Provided technical oversight to ensure that design criteria was incorporated into contractor proposals. In the Environmental Division, developed prototype environmental impact statements for the first round of base closures. Conducted public awareness briefings and met with civic leaders to discuss all aspects of closure ramifications.


  • Chief of Engineering and Construction, Korat Royal Thai AFB, Thailand, (1 year),

    Supervised five site developers and seven Thai engineers and draftsmen. Responsible for the retrograde of American facilities during the US withdrawal from Southeast east Asia.

  • Design Engineer, Richards-Gebaur AFB, MO, (1 year)

    served as pavements engineer and developed a comprehensive $300 k annual maintenance and repair program for the entire bases roads and airfield infrastructure.



  • Surveyor, (2 years),

    Performed several surveying duties for consultants including party chief, instrument man, and rodman functions for commercial, residential, and Industrial projects.

    As an Associate Professor at the University of Florida's (UF) M.E. Rinker, Sr., School of Building Construction, taught the following courses related to construction methods and techniques: Statics, Construction Materials, Soils/Foundations, Construction Layout, Roofing, Faculty Management, Temporary Structures, Formwork Design, Bidding Strategy, and Natural Hazards.Achieved the rank of Associate Professor at the U.S. Air Force Academy (USAFA) and taught the following courses over a nine year period: Engineering Statics, Dynamics, Materials, Surveying and Construction Practices, Architectural Design, Airbase Planning and Design, Professional Engineering Development, and Construction Estimating and Scheduling.

  • Course Development (6 years)

           


    Developed a Facilities Management course and a senior-level design course in Construction Project Management that included contracts, specifications, law, and construction management methods and practice. Revised courses in Soils/Foundations, Construction Layout, Roofing, Bidding Strategy and Temporary Structures.Curriculum Development (2 years)Key player in revising department's curriculum to accommodate previous ABET recommendations at the USAFA. Led to maximum accreditation approval for entire civil engineering curriculum.

    As Graduate Co-ordinator at UF, developed a master plan to revitalise a rapidly expanding graduate program. Faculty advisor to incoming freshman students.Served as faculty advisor to over 100 civil engineering students at USAFA. Active faculty member in annual ASCE concrete canoe competition.

  • Administration (6 years)
    As Graduate Coordinator at UF, administered a rapidly growing program of approximately 70 students.As Deputy Department Head at USAFA, supervised a staff of twenty-two officers, managed department budget, personnel and administrative functions.

RESEARCH: 

  • Under grants from the Florida Department of Education, conducted studies in "Construction Permitting Processes" and "Residential Solid Waste Disposal''.
  • Co-investigator on a project assessing a computerized information technology version of a model building code database for use by Florida contractors.
  • Currently pursuing instrumentation funding proposal through the National Science Foundation(NSF).
